The height is designed to keep the crown of the plant just under the surface of the water, whilst allowing the maximum amount of water to stay in your Dipping Tank (rather than filling it with old bricks to sit the plants on!).  It also serves as a great hiding place for goldfish. 

Each shelf is also supplied with large ties, to anchor the plants down with - great if your Dipping Tank / Water Butt is situated in a windy spot.
