Nicht mal die Türen im Königsschloss kann Matz selbst öffnen, die Klinken sind viel zu weit oben. Nun soll er lernen, den Bedürfnissen seiner Untertanen gerecht zu werden. Noch dazu denken die Könige der anderen Länder, das große Reich des kleinen König Matz sei leichte Beute. Matz verbringt seine Zeit alleine im Palast, ohne andere Kinder, und wird mit den Problemen der Welt konfrontiert, die allesamt den Erwachsenen zu verdanken sind: Ungerechtigkeiten, Hass, sogar Krieg. Von seinen Ministern getäuscht und im Stich gelassen, beschließt Matz, wenigstens die Kinder glücklich zu machen - und gründet ein Kinderparlament.
